How to send text as a voice message in Telegram?
Telegram itself can't turn text into a voice message. Open @smolevich_voice_bot, set Voice → Format to “Voice message”, send your text and forward the voice message the bot returns to any chat. By default the bot sends an MP3 audio file instead.
Is there a Persian text to speech Telegram bot?
Yes. @smolevich_voice_bot reads Persian (Farsi) with two built-in voices, Dilara and Farid, at 5 credits a minute. The bot tells Persian from Arabic by letters Arabic doesn't have — پ, چ, ژ, گ, ک, ی; a short text with none of them is read with an Arabic voice.

Why did I get an audio file instead of a voice message?
Format is set to audio file by default — change it under Voice → Format. If you have Telegram Premium and restricted who can send you voice messages (Settings → Privacy & Security → Voice Messages), Telegram blocks the bot's voice message and the bot sends an audio file instead; allow the bot there.
